previous commenter is dead-on: this looks like a photo of an intricately detailed model. it's in the lighting, and something in the way the lens softens things a bit that makes it look like painted plastic...
architecture shots are notoriously difficult to line up, which is why commercial architecture shots used to be done with large format cameras with moving backs. nowadays I think they just straighten out the shots digitally...
